In action means to be involved in playing a hand: you are one of the players who is still in the hand and can act. The time when a player is in action is the time when he is involved in the play.
The simple explanation
If you have not folded, you are in action. When someone folds, he is out of the action. The phrase is also used for a player who regularly plays poker.

The term has more than one meaning. In a hand, 'in action' means that you are still taking part. In a wider sense, it can mean being active in the poker scene, in contrast with being busted and unable to play. Be sure to understand which meaning is used.
